J. Garrett Miller is an executive technology leader with more than 25 years of experience leading enterprise technology strategy, architecture, governance, digital transformation, cybersecurity, AI adoption, and technology modernization across complex and highly regulated environments.
His leadership experience includes enterprise technology oversight across more than 45 Missouri state agencies serving approximately 4 million citizens, establishing the Missouri State Enterprise Architecture function within ITSD, creating enterprise technology governance and Architecture Review Board processes, and personally evaluating and guiding new technology initiatives and investments across state government.
Garrett has led the review, selection, and acquisition of enterprise platforms using ARPA and State funding; driven consolidation of technology capabilities across agencies to improve consistency, availability, and economies of scale; and led architecture modernization efforts focused on resilience, proactive monitoring, and resolution of essential systems.
His leadership also includes statewide AI governance, citizen and digital experience transformation, identity modernization, and the development of enterprise standards designed to align technology investment with organizational priorities.

Tasked by the Missouri State Commissioner with initiating the statewide review of AI technologies and establishing standards and governance guidance for their use across Missouri state agencies.
Appointed by the Missouri State CIO to establish the Missouri State Enterprise Architecture group within ITSD, including its goals, objectives, standards, team structure, Architecture Review Board, and enterprise governance processes.

My approach to technology leadership is grounded in strategic alignment, disciplined governance, responsible innovation, and execution. I believe technology organizations create the greatest value when technology strategy is directly connected to the mission, priorities, and measurable outcomes of the organization.
Effective governance should provide clarity and accountability without becoming an obstacle to innovation. I establish the standards, review processes, architecture principles, and decision frameworks necessary to make sound technology investments while enabling teams and business leaders to move with purpose.
I also believe modernization must extend beyond implementing new technology. Sustainable transformation requires resilient architecture, effective operating models, strong security and risk management, thoughtful investment decisions, and the organizational adoption necessary to turn technology capabilities into lasting business value.
